Was in the machinist trade for 30+ years, inserts always come in boxes of ten.  Even when the cutter head took 12, 14, 16, 18, or just 1.  This is the nature of the beast when buying inserts.  whether it be a boring bar holding 2 different inserts, turning tool holding 1 insert, milling head that holds multiple insert from 2 to 20.  Inserts always come in boxes of ten.  I have the Cutech planer, and I love it.  so far have planed maybe 200 board feet of maple, have not rotated one insert yet.  But they are made so you may only need to replace one insert at a time, that is another purpose behind the inserts, when nicked, just replace one.

Very very aggravated to find out that there are only two cutting surfaces on the inserts. So every year I have to spend $200 on inserts. But finding this out makes me reconsider the value of this planer. This is sad.

The jointer takes 12, not 10, everyone knows this.  This money grab is disgusting, now everyone gets to buy 20 inserts and throw away 8 inserts.  Ill call them when they are open tomorrow and update this if they offer Qty(12) as they should.

UPDATE 12/28/16:
I talked to Cutech.  Good customer support.  They will not sell (12), only (10).  His advice was to replace all inserts except the two nearest to the fence, then move the fence forward to cover those two inserts.  I would effectively loose an inch for face planing, but still serviceable for narrower boards and edge planing.  Perhaps I'll do what he suggested and just keep the two inserts near the fence as high speed steel (since HSS takes a sharper initial edge), but keep the fence exposing all 12 teeth.  Then the 2 HSS inserts will get the most use (edge planing), and I can keep trading them out with the remaining 10 that I'll have during this replacement.  
Cutech lists all the machines that these inserts will fit into.  So naturally, I looked at competitors websites to see what other replacements would offer 12 teeth, without much luck.  In fact, Cutech has the best price by a good margin based on those that I saw.  Also, based on the packaging and look of the pictures, it looks like some competitors might be selling the exact same set (they're all a package of 10).  So i'm sure that they are factory packaged in sets of 10, and Cutech must not want to go to the trouble of re-packaging them in packages of 12, which makes sense.  So perhaps it isn't a money grab by Cutech, just an unfortunate factory availability.  I still don't like it, but it is what it is.
